Kontor Data counts awards from official notices; totals and rankings include only complete ones, with contracting authority and full text.

Sources

The basis is official notices from public contracting authorities. Most come from the German federal procurement data service, Datenservice Öffentlicher Einkauf (DÖE); its records go back to April 2022, and the data is licensed CC0. EU-wide awards from 2006 to 2023 come from the Official Journal of the European Union (TED). On top of that come notices from procurement portals and council papers from municipal councils. Every award links to its notice or its source document.

What is counted

An award is a lot that has been awarded to a named contractor. A procedure with several lots counts as often as lots were awarded. The contract value is the value stated in the notice. Totals only include awards that state a value, and the pages say how many those are. Obvious decimal errors, that is a value far above the value of the lot, are left out; if several awards of one notice state the same value, for example for a framework agreement, it counts once. The number of bids also comes from the notice, and the average only counts awards that state it.

In market figures, regions, rankings and monthly reports, what counts is the day the award notice was published; the award itself is often weeks earlier. “Twelve months” means the 365 days up to the date of the page. A year is the calendar year; the current one is incomplete. A monthly report only appears once the month is over. The monthly figures start with the first month in which the notices contain awards in full: before eForms were introduced in October 2023, they were largely missing from the DÖE.

No half data

Totals, rankings, regions, trades and monthly reports only count complete awards: with contracting authority and the full text of the notice. If either is missing, the award is left out instead of entering a statistic as half a row. What is missing is neither estimated nor extrapolated. That is why the figures here can be lower than other statistics, but each one can be traced back to the individual notice.

Profiles with few or incomplete details remain reachable but are not in the search index. Kontor Data does not show phone numbers or email addresses from the notices.

How companies are merged

A company is the name under which it receives the award. Spellings that differ only in upper and lower case, spaces, punctuation or “&” instead of “und” count as one company; its page is under the spelling with the most complete awards. If the notice states an official identifier, such as the VAT number or the commercial register number, other spellings with the same identifier are added. Different legal forms and subsidiaries stay separate. EU-wide awards up to 2023 are matched by the name without the legal form. Sole traders without a legal form in their name are included in all totals, but as persons they appear in no list and not in the search index.

Regions, trades and project types

State and region, that is district or independent city, come from the NUTS code of the notice. Kontor Data assigns trade and building type automatically, from the CPV code of the lot and keywords in the title. Whatever cannot be assigned counts under “Other”.

Specified brands

Kontor Data reads specified brands from the bills of quantities of public tenders, systematically since June 2026. A brand counts once per bill of quantities, however often it appears in it. The share refers to the bills of quantities that name any specified brand at all.

Updates

New notices are read in daily. Profiles, regions, rankings and market figures are recalculated daily. Every page states its date below the heading: for market figures, regions, rankings and monthly reports the latest day on which a counted award was published, for companies, contracting authorities, planning offices and specified brands the day the page was last built from the database.

When citing figures from Kontor Data, please name the page and its date, for example “Source: Kontor Data, kontordata.com/en/figures, as of DD Mon YYYY”, with the date shown below the heading there.
