When is free enough, when is a subscription worth it?
Free is enough if you go through tenders yourself. TED (EU-wide, run by the Publications Office of the EU) and the German public procurement data service (Germany, run by the Procurement Office of the Federal Ministry of the Interior) are free according to their operators, and search works without an account. The winner is named in TED award notices and, on the German service, in eForms notices. Email alerts are available on TED after registration, and on the German service with a company account via ELSTER. Above the EU thresholds, German contracting authorities have had to send their notices to the German service since 25 Oct 2023; below them delivery is possible, but coverage there is incomplete.
Services have free entry points too: TendiGo a permanently free plan with 10 AI queries and 50 tender documents a month, VergabeHero its list and detail pages without login, Kontor Data a free account with 10 hits per search and one email alert.
A subscription is more likely to pay off if you
- need many sources bundled, with email alerts: according to the providers 806+ procurement sources at TendiGo, 1,500+ procurement portals at VergabeHero, 4,500+ portals in 29 countries at Patterno;
- look for construction projects before the tender and the contact persons behind them: the focus of ibau and DTAD; at Kontor Data projects with a free account, contact persons with Pro;

What Kontor Data does differently
Kontor Data starts from the awards: who wins public contracts, at which contracting authority and against how many bids.
- Awards per company: every company with an award has its own page with the number and value of its awards, its contracting authorities and the number of bids where the notice states it. Readable without an account; with Pro the list of its awards, newest first, older ones on request for very large companies.
- Merged: the same awards also appear on the page of the contracting authority and of the planning office, and different spellings of a company are merged into one profile.
- Specified brands: which brands contracting authorities specify in the bills of quantities we have read, as a public ranking and on the tender page where its bill of quantities has been read and names a brand (with a free account). ibau also offers a search of bills of quantities for specified brands. Early construction projects and contact persons are the focus of ibau and DTAD: ibau states 111 researchers, and according to their own figures both cover over 35,000 construction projects a year. Kontor Data is not a procurement platform: you submit bids where the notice says.
